What is the Comprehensive Plan

A citywide comprehensive plan expresses a holistic, community-wide vision of the city’s future. It helps city government and its citizens plan for and guide how the city grows and makes improvements by developing goals and policies related to a range of land use, city services, and quality of life topics.

A typical comprehensive plan …


• Fails to acknowledge past harms and injustices

• Uses land use frameworks that do not adapt to changing trends

• Does not outline how implementation happens

• Is mostly used by City Planning departments

Change is inevitable but has not always benefited everyone or every neighborhood equally. We must ensure future changes uplift every Pittsburgher and every community.

For this historic planning process, the City has prioritized:

Pittsburgh is dedicated to fighting climate change. It's also dedicated to tackling the racial, social, and environmental problems that have hurt many communities in the city. In the past, unfair practices, like racist land-use policies, divided neighborhoods and led to economic inequality. This especially affected Black residents in Pittsburgh and other U.S. cities. It’s important to recognize and fix these issues as we plan for the city’s future.

The Comprehensive Plan is a two-year project focused on creating a plan for Pittsburgh’s future growth. During this time, residents will have many chances to share ideas and collaborate with city planners to make sure the plan meets the needs of all neighborhoods.
