What is the Comprehensive Plan

In more than 200 years as a chartered city, Pittsburgh has never created an integrated comprehensive plan to guide its growth.


Most plans have been completed at the neighborhood level. Each neighborhood’s plan reflects its character, history, and culture, which is necessary to preserve what makes these communities unique. A citywide comprehensive plan will build on these efforts.


It will bring a shared vision that connects and aligns future neighborhood plans. This way, we can honor what makes each neighborhood unique while making sure all areas work together to build a stronger, united city.

Pittsburgh’s Comprehensive Plan will focus on racial and social equity, climate justice, and building a strong and sustainable economy. These pillars will ensure that the plan reflects the needs of all residents, especially those who have been overlooked in the past.

Your Role in the Planning Process


The City is committed to creating this plan with strong community involvement. A two-year, community-led planning process, guided by a dedicated team of engagement experts, will gather input from across Pittsburgh, making sure every voice is heard.

The Comprehensive Plan is a two-year project focused on creating a plan for Pittsburgh’s future growth. During this time, residents will have many chances to share ideas and collaborate with city planners to make sure the plan meets the needs of all neighborhoods. Key milestones will include community meetings, online surveys, and draft reviews as the plan develops.
