ABOUT
What is the Comprehensive Plan
A citywide comprehensive plan expresses a holistic, community-wide vision of the city’s future. It helps city government and its citizens plan for and guide how the city grows and makes improvements by developing goals and policies related to a range of land use, city services, and quality of life topics.
A typical comprehensive plan …
• Fails to acknowledge past harms and injustices
• Uses land use frameworks that do not adapt to changing trends
• Does not outline how implementation happens
• Is mostly used by City Planning departments
A comprehensive plan for Pittsburgh must
• Define the necessary policies, regulations and investments to repair past harms
• Involve all residents, businesses big and small, young people and institutions
• Value both data and people’s lived experience to inform our decisions
• Adapt to changing trends
• Map a clear plan for action and accountability
• Guide the work of all city agencies and nongovernmental entities to coordinate improvements
VISION
Pittsburgh’s Vision for the Future
Pittsburgh’s Comprehensive Plan will guide the city in creating a safe, welcoming, and thriving community for all residents. It is based on ideas of fairness and caring for the environment, making sure we plan in ways that are just and sustainable. Read more below to understand these core values.
A Plan Built on Equity and Justice
Pittsburgh’s Comprehensive Plan will focus on racial and social equity, climate justice, and building a strong and sustainable economy. These pillars will ensure that the plan reflects the needs of all residents, especially those who have been overlooked in the past
Your Role in the Planning Process
The City is committed to creating this plan with strong community involvement. A two-year, community-led planning process, guided by a dedicated team of engagement experts, will gather input from across Pittsburgh, making sure every voice is heard.

What is the Just Transition
Change is inevitable but has not always benefited everyone or every neighborhood equally. We must ensure future changes uplift every Pittsburgher and every community.
PROCESS
Process + Timeline
The Comprehensive Plan is a two-year project focused on creating a plan for Pittsburgh’s future growth. During this time, residents will have many chances to share ideas and collaborate with city planners to make sure the plan meets the needs of all neighborhoods. Key milestones will include community meetings, online surveys, and draft reviews as the plan develops.
