Pittsburgh is undergoing significant changes, and for the first time ever, our city is creating one comprehensive plan encompassing all 90 neighborhoods. This presents a unique opportunity for us to ensure that these changes benefit everyone.

The City is committed to creating this plan with strong community involvement. A two-year, community-led planning process, guided by a dedicated team of engagement experts, will gather input from across Pittsburgh, making sure every voice is heard.

Scenario Overview & Methodology
Pittsburgh’s 2050 Comprehensive Plan will guide the city for the next 25 years with the aim to create an equitable, safe, welcoming, and thriving city for all residents. The plan will guide how our government, alongside residents, institutions, property owners, businesses, and community organizations, directs growth and envisions the future of our city.
PHASE 3: Shared Vision
The following 10 vision statements reflect the voices of thousands of Pittsburghers imagining what we are capable of achieving over the next quarter-century, grounded in the very real challenges we face. They chart a path forward for making bold decisions — embracing population growth, diversifying our economy, reimagining our mobility systems, and building more densely — leveraging our strengths while transforming challenges into opportunities.

Community feedback shaped the ten vision statements you’ll see on the following pages. Our engagement team analyzed responses from the 90-to-1 Campaign, Comp Plan Priorities Survey, and input gathered during public workshops and Summer of Engagement (SOE) events to help inform the creation of the Vision for a Just Pittsburgh.

Along with each vision statement, we’ve highlighted data on what the community ranked as the top urgent transitions (key issues) and imperatives (necessary actions) that the Comp Plan must address. We’ve also summarized the key themes from the tough choices discussions, which explored the complex decisions the city will face in the future. Additionally, insights from the 90-to-1 campaign about what Pittsburghers dream for the city were incorporated into the vision statements. The result is a shared vision that captures our hopes, tackles our toughest choices, and guides Pittsburgh towards a more equitable, resilient, and optimistic future.

PHASE 2: synthesis
The Pillar Workbooks synthesize the 20 Topic Areas from Phase 1 into 5 Plan Pillars or categories, and summarize the Urgent Transitions that must be addressed in the plan. The workbooks also begin to identify areas of progress that should be prioritized over the next 25 years.

PHASE 1: research
The Topic Area Audit Books were created during Phase 1 of the Pittsburgh 2050 Comprehensive Plan process. They capture conditions and trends in Pittsburgh and help frame how the city has changed over time, where it stands today, and where trends suggest it is heading across 20 topic areas.
The research so far has been informed by reviews of past plans, original research and analysis, and input from the Department of City Planning and its various partners. Learning will continue through additional research, stakeholder outreach and working groups, and public engagement.
