About
What is the comprehensive plan
A citywide comprehensive plan expresses a holistic, community-wide vision of the city’s future. It helps city government and its citizens plan for and guide how the city grows and makes improvements by developing goals and policies related to a range of land use, city services, and quality of life topics.
A typical comprehensive plan …
→
Fails to acknowledge past harms and injustices
→
Uses land use frameworks that do not adapt to changing trends
→
Does not outline how implementation happens
→
Is mostly used by City Planning departments
A comprehensive plan for Pittsburgh must …
→
Define the necessary policies, regulations and investments to repair past harms
→
Involve all residents, businesses big and small, young people and institutions
→
Value both data and people’s lived experience to inform our decisions
→
Adapt to changing trends
→
Map a clear plan for action and accountability
→
Guide the work of all city agencies and nongovernmental entities to coordinate improvements
